What this does to artists
The busking statute. Begging and public nuisance offences here, read with local council by-laws, are how street performance is actually policed. Whether a busker is performing or soliciting alms is the whole question, and it is decided on the street.
The real rules are municipal: DBKL, MBPJ and each local authority license busking separately under the Local Government Act 1976.
